The Estonian Environmental Agency reports meteorological observations hourly. On the page dedicated to the wind, two periods are specified: an hour and 10 minutes. I asked customer service, and they clarified that the 10-minute time is the period before the market time. For example, in the report of 15:00, the 10-minute period is from 14:50 to 14:591.
